The arrests were made from downtown Srinagar on Thursday and security forces recovered huge quantity of arms and ammunition, BSF Deputy Inspector General R S Bhullar told reporters in Srinagar.
There have been 65 cases of Improvised Explosive Device (IED) explosions, seven mines and 70 cases of grenade blasts in Kashmir valley since the last three months.
Srinagar city alone accounted for 32 grenade blast cases in different areas resulting in injuries to 88 security personnel while three civilians were killed and 97 others injured, he said.
He said troops had arrested seven members of the same outfits in the second week of November.
These groups were operating on the behest of Mushtaq Ahmed Zargar alias 'Latrum' who was one of the three militants exchanged in lieu of passengers of the hijacked Indian Airlines plane, and Shahid bin Abdullah alias 'Chacha', a resident of Pakistan-occupied Kashmir, Bhullar said.
Meanwhile, two Pakistani militants were killed in an encounter with police in Akhnoor area of Jammu district on Friday, official sources said in Jammu.
Policemen challenged the two ultras, who crossed over to this side of the International Border (IB) on Friday afternoon, and in the resulting exchange of fire the two militants were killed, the sources said.
Two AK rifles, five magazines, 103 rounds, 13 grenades and some explosive material were recovered from the slain militants, the sources said.
