Lyngdoh made these revelations on Court Martial, a programme on SAB TV.
He said prior to the third phase of polls on October 1, the Election Commission discovered, and foiled, a plan to release surrendered terrorists "who would have infiltrated the electorate to influence the results". The idea being that people might have been afraid to come out and vote.
Asked whether Abdullah knew of these plans, the CEC said, "I would not know."
But he said the concerned police officials "were doing things that could have helped him".
The third phase, in which polling was held in Anantnag and Pulwama districts, saw the People's Democratic Party do well.
