The United States on Wednesday said it was building a "strong coalition" to fight terrorism through worldwide coordinated efforts.
The announcement came a day after the devastating terrorist attacks on the World Trade Centre, the symbol of American capitalism, and the Pentagon, the seat of its military power.
Bush declared a war against those responsible for the terrorist attacks and said, "The hidden enemy would not be allowed to hide forever", adding the US was building a "strong coalition" to fight terrorism.
"It is a war not just against the US, but against the entire civilisation," Secretary of State Colin Powell said, adding he was "touched" by responses from across the globe to Washington's efforts to target the perpetrators of the crime.
Powell said he was in touch with foreign leaders and groups to coordinate diplomatic efforts against terrorism.
"We have to go after the nations who support terrorist groups. We are going after the sources and not only the perpetrators of such acts," he said.
Powell said during a state department briefing that plans were underway not only to bring those behind the acts of terrorism to justice but to give them the "punishment that they deserve".
