Replying to a question at the press conference on Thursday on why was the US giving enormous leverage to Pakistan, which is already 'sanctioned up to the eyeballs' and receives very little aid, Powell said, "You kind of said it in your question here, 'sanctioned up to the eyeballs' and they don't have much aid now."
"But I think that we have been exploring with the Pakistani government many ways that we can move forward in the relationship, and we want to do so," he added.
"We are focusing on everything and everybody. We are looking at those terrorist organisations that have the kind of capacity that would have been necessary to conduct the attack that we saw on the 11th," he said.
"We now have to respond to those who are responsible for it."
"But at the same time we should see this in a broader sense that this is a horrible blight on the civilised world. We will be focusing on terrorist organisations that go after us, our citizens, our interests and allies," he said.
